It will be recalled that Sir Geoffry Northcote discussed this question while on leave here and promised to look into it on his return. We have now received a proposal that Mr. Tattie, the senior officer in Class I of the Senior Clerical and Accounting Staff should be promoted to Chief Clerk in the secretariat a post in which he is at present acting, at any rat until he reaches the age of 55 in the next two years. In reaching this decision, the Governor was influenced not only by the difficulties which arose over seconding an officer from the Colonial Office but by the difficulties of arranging for a passage for such an officer to the Far East at present. Mr. Vattie's confidential reports give him a good reputation for being hard working, and for keeping the office machine running smoothly without making excessive calls on his superior officers. He is also said to have been tactful and courteous in dealing with members of the public, a matter on which there has been in Hong Kong a certain amount of criticism of the Service generally. His report for 1934, however, suggests that he would be unlikely to be as successful as the Chief Clerk as he is as First Assistant owing to a tendency to worry too much over unimportant details, and in this connection it will be recalled that General Norton thought that the officers in the Jenior Clerical staff of the Hong Kong Government who would be capable of taking over the duties of Chief Clerk were to be found among those of medium seniority rather than at the top of the scale. Despite this, I would, in view of war-time difficulties, be inclined to accept the Governor's last proposal for Mr. Wattie's promotion for the next two years, and also approve the alteration in the scale of the Chief Clerk's post.
